Kim didn't mince words in his book, citing the Basic Act on Disaster and Safety Management to argue that the government must protect its citizens. He bluntly told the president that Lee needed to step down to take political responsibility. Kim's logic was clear: having Lee resign would defuse partisan conflict and be in the minister's own best interest.

But Yoon had a different take. According to Kim, Yoon admitted, "You're right, but I can't make a decision because I have serious doubts about the Itaewon incident." When pressed, Yoon reportedly floated the idea that the tragedy might have been manipulated, adding, "It would be unjust to remove the minister if that's the case.
